Roof Repairs in Columbia, MD: Do You Need Village or County Approval?
Columbia has two separate sign-offs, the village covenants and Howard County permits. Here is when a roof repair needs either one.
A roof repair in Columbia can need two approvals that have nothing to do with each other. Columbia's ten villages each have an Architectural Committee that enforces the Columbia covenants, and Howard County issues building permits. If you came here looking for roof repairs Columbia MD, that page covers how we find and fix leaks. This post covers the paperwork around the repair.
The village rules below come from the Oakland Mills and Wilde Lake village associations, and the permit rule comes from the Howard County amendments to the 2021 building code. Other villages publish their own guidelines, so treat these as examples and check yours.

Is a village approval separate from a Howard County permit?
Yes. Howard County's notice to permit applicants says exterior work on Columbia Association property may also need approval from the Architectural Committee of the village where the work happens, and that this is a completely separate process from county permits and licenses. A county permit does not stand in for the village approval, and the county is not involved in the village review.
When does a roof repair need a village application?
Mostly when the repair changes how the roof looks. Wilde Lake says simple repairs generally do not need approval, but a repair that changes color, materials or style does. The Oakland Mills guidelines, revised May 1, 2024, say no application is required when roofing is replaced with the same color, material and style as the most recently approved roof, and they allow a switch between three-tab and architectural shingles as long as the color stays the same.
A change of color, material or style needs a complete application, and Oakland Mills asks for a sample swatch with the brand and color code when possible. Skylights and solar panels need an application every time. If your house is also in a neighborhood HOA, Wilde Lake notes the HOA has to approve or acknowledge the application too.
What if the old shingle color is no longer made?
This comes up on repairs, because a 20-year-old shingle color is often discontinued. The Oakland Mills covenant FAQ says that when you replace something with the same or closest similar replacement, an application is usually not required. If the closest match is still a visible color change, ask your village covenant advisor before the work is scheduled rather than after.
When does Howard County require a permit for roof work?
For an existing single-family house, Howard County's amendments to the 2021 building code exempt replacing roof coverings from a permit when no other structural repairs are made, with an allowance of up to 64 square feet of roof sheathing. Our reading is that a shingle or flashing repair on a house usually falls inside that exemption, and that replacing more sheathing than that, or repairing rafters or other structure, takes the job out of it. Howard County's Department of Inspections, Licenses and Permits makes the final call.
| Repair | Village application | Howard County permit |
|---|---|---|
| Replacing damaged shingles in the same color and style | Usually not needed | Exempt as roof covering work |
| Three-tab to architectural, same color (Oakland Mills) | Not needed | Exempt if no structural repair |
| New color or a different material | Needed | Depends on the structural work |
| More than 64 sq ft of sheathing, or rafter repair | Only if the look changes | Outside the exemption |
| Adding a skylight or solar panels | Always needed | Ask Howard County |
Village rows follow the Oakland Mills and Wilde Lake guidelines. Your village's own guidelines govern your house.
How long does a village review take?
Plan on a couple of weeks. Wilde Lake says most applications take about two weeks from start to finish, with applications due a week before each Resident Architectural Committee meeting. Its next deadlines are November 3 for the November 10 meeting and November 17 for the November 24 meeting. Oakland Mills says a complete application is reviewed in about 16 days after the deadline, and that it can take up to 60 days if it is tabled for missing information.
Who do you call in your village?
Howard County lists a covenant advisor for each of the ten villages: Dorsey's Search, Harper's Choice, Hickory Ridge, Kings Contrivance, Long Reach, Oakland Mills, Owen Brown, River Hill, Town Center and Wilde Lake. If you do not know which village you are in, the advisor at any village office can tell you from your address.
How do we handle a repair in Columbia?
Every repair starts with a free inspection. Lassana Diakite traces the leak to where the water actually gets in, photographs it, and gives you a written price before any work is booked. If the fix is like-for-like, we say so. If it would change the color or material, or needs structural work, we tell you before the job is scheduled so the village or county step happens first. We work Monday through Saturday, 8am to 5pm.
